Kemi diplomaci kulturore, diplomaci publike, por kemi edhe diplomaci humanitare. Të tria këto lloje diplomacish i janë bashkangjitur diplomacisë tradicionale, asaj politike, por njëkohësisht janë edhe shumë të ndryshme, sidomos po të bazohesh te premisa nga e cila nisesh për t’i përhapur ato. Nëse diplomacia kulturore synon të ofrojë diçka përmes së bukurës, përmes së veçantës, diplomacia publike synon ta bëjë sa më të besueshme, sa më bindëse idenë që kërkon të përhapet në publik. Ndërkohë diplomacia humane, edhe pse ka pikëtakime me këto dy lloje diplomacish, në thelbin e vet si diplomaci ka më shumë takimin me vetveten, pasi është një komunikim që ka qëllimin t’i kujtojë njeriut vlerat e tij, është afirmim i fuqisë për të përdorur lirinë e tij, ndryshe nga çdo krijesë tjetër mbi tokë. Dy diplomacitë e para janë përdorur në kohët moderne nga politika për të gjetur jo vetëm pika të përbashkëta në vende e popuj të ndryshëm, por edhe për të krijuar një fushë sa më të gjerë dominimi, sidomos dominimi ekonomik. Ndërkohë, diplomacia humanitare, ndonëse mund të jetë më e vjetra nga të gjitha diplomacitë, për shkak se ka pasur që nga fillimi i njerëzimit disa njerëz që kanë ndihmuar disa njerëz të tjerë, gjatë dekadave të fundit është përhapur më së shumti për shkak të fuqisë së madhe të të gjitha llojeve të mediave, sidomos mediave sociale.

Duke qenë e lidhur me dinjitetin e njeriut, diplomacia humanitare ka një fushë jashtëzakonisht të fuqishme, por edhe të brishtë në gjetjen e rrugëtimit të përhapjes së saj. Është e fuqishme sepse i kujton njeriut se mund ta gjejë njeriun te cilido tjetër. Por në botën e sotme, ku për shumëçka vendos imazhi, fuqia ekonomike, pozita politike, për funksionimin e kësaj diplomacie krijohen shumë hendeqe. E pa dyshim, një nga kurthet e mëdha që rrezikon këtë lloj diplomacie është kufiri që ndan veprimin dhe trajtimin human dhe johuman- një kufi i lidhur tërësisht nga mënyra sesi do të trajtohet dinjiteti i gjithkujt në këtë marrëdhënie. Sepse, nëse në thelb të diplomacisë humane është pikërisht gjetja e vlerave njerëzore, atëherë duhet të ruhet pikërisht kjo vlerë, si tek ai që ka fuqinë të dhurojë diçka nga pasuria e tij, ashtu edhe tek ai që përfiton dhuratën. Ndaj, thuajse në të gjitha traditat e shenjta thuhet se: “Kur jep e djathta, nuk duhet të shohë e majta”, si për ta ruajtur më së pari vetë njeriun nga vetja e tij. Pra, thënë shkurt, diplomacia humane më së shumti ka të bëjë me atë që ndërtojmë ne me veten tonë, për mënyrën sesi ne e përjetojmë këtë lloj diplomacie, sesa me të tjerët. Sepse, nëse nuk e është e tillë, e mbështetur në këtë marrëdhënie “të fshehtë edhe me veten”, kjo lloj diplomacie rrezikon të kthehet në një manipulim me të tjerët. Madje, edhe nëse ky manipulim është në interesin e përfituesit, një marrëdhënie e tillë rrezikon të kthehet në veprim johuman.

Gjithashtu, diplomacia humanitare nuk mund të jetë produkt i rrethanave, i ambientit të jashtëm. Nëse është i tillë, ai rrezikon të jetë më shumë johuman dhe manipulues. Ajo mund të ekzistojë si një respekt për tjetrin vetëm nëse mbetet një marrëdhënie intime mes njeriut dhe besimit të tij. Vetëm kjo lloj marrëdhënie mund ta ridimensionojë, pasi vetëm kështu çdo veprim i dhuruesit do të ketë në themel lirinë e njeriut për të zgjedhur, që është e vetmja liri që ka në themel dinjitetin.

Në këtë aspekt, diplomacia humanitare nuk është e thjeshtë të jetë gjithëpërfshirëse, pasi ajo ka si bazë aspektin e njohjes së njeriut me të përhershmen dhe të përtejshmen. Ndaj, diplomacia humanitare, më shumë sesa një mbështetje për ushqim, është e lidhur me mbështetjen për dinjitet njerëzor, për një përballje me tjetrin duke besuar se gjithsecili është i veçantë dhe se te gjithsecili ekzistojnë ndjenja që e bëjnë të veçantë.

Por, nga se rrezikohet ky komunikim human?

Njeriu nuk është një qenie e automatizuar, por është plot emocione. Diplomacia humanitare duhet të ketë sot parasysh investimin që bëhet sot në kontrollin e këtyre emocioneve. Por emocionet janë të lidhura zakonisht me kombin, me besimin dhe me ideologjitë. Siç vë re me të drejtë politikani dhe shkrimtari francez, Dominik Moisi, në librin e tij “Gjeopolitika e emocioneve”, sot rindërtimi i botës është në një ndeshje mes kulturës së frikës, poshtërimit dhe shpresës. Pra, nëse kultura e shpresës është vetëbesim dhe i jep mundësinë njeriut që të ndërtojë vazhdimisht dhe të dijë të mbrojë identitetin e tij, dy kulturat e tjera janë jo vetëm shenjë e pamundësisë, por edhe një mbretërim i botës së inferioritetit.

Zakonisht, bota e sotme ka projektuar një politikë superiore për vendet në zhvillim dhe një skicë inferiore për vendet më pak të zhvilluara. Por kjo nuk u përket thjesht dy popujve të ndryshëm, por edhe brenda vetë pjesëtarëve të një shoqërie, të një ideologjie, të një gjuhe, të një besimi. Ndaj, për të përhapur diplomacinë humanitare, më së pari duhet të shohim se si operojmë ne sot përballë poshtërimit dhe frikës dhe të gjejmë rrugët për të qenë pjesë e kulturës së shpresës.

Por, a mund ta projektojmë ne vetveten, apo do lejojmë të na projektojnë të tjerët? Diplomacia humane sot mund të ketë në qendër të vëmendjes së saj pikërisht rikthimin e kulturës së shpresës, të vetëbesimit për të krijuar një marrëdhënie humane, ku në qendër të komunikimit janë vlerat njerëzore dhe dinjiteti i gjithkujt. Ne duhet të vendosim sot kulturën e shpresës përballë poshtërimit dhe frikës, që rrezikon të fusë në izolim dhe të getizojë ata që mendojnë se rruga e shpëtimit të tjetrit është rruga kur kalon përmes besimit. Ndaj, për të pasur një rezultat në favor të vlerave, diplomacia humanitare duhet të ketë në qendër të saj ruajtjen e identitetit njerëzor, të bazuar në parimet e zbritura nga Zoti. Vetëm kështu, humanizmi mund të ruajë fuqinë e madhe për të ringritur njeriun, pasi një humanizëm i tillë nuk e sheh njeriun si produkt të rrethanave, por si një qenie që ka fuqinë të zgjedhë dhe që të përdorë lirinë e tij.
